File:  IHBF - HOMEBOUND INSTRUCTION (tutoring) FOR NON-SPED STUDENTS

Framingham Public Schools will provide homebound instruction to those students who are unable to attend classes for 14 consecutive school days or longer due to a physical injury, medical situation, severe mental health issue, or hospitalization. Homebound instruction is designed to provide maintenance in the basic academic courses to minimize the educational loss that might occur because of the illness or the hospitalization.

Although the regulation on home/hospital instruction is included in the Special Education Regulations (603 CMR 28.00), home/hospital instruction is not considered "special education" unless the student has been found to be eligible for special education. Home/hospital instruction typically is considered a regular education service, since it is in the interest of both the individual student and the school to make it possible for the student to keep up with schoolwork while s/he is unable to attend school for medical reasons.

To qualify for the program the student needs a written statement from a medical doctor requesting the homebound instruction, stating the reasons why, and estimating the time the student will be out of school. This statement needs to be sent to the Superintendent or his/her designee.

Homebound instruction is offered in basic elementary subjects and in secondary subjects which do not require laboratories and special equipment, subject in all cases to the availability of qualified teachers. Certified teachers shall be assigned to homebound instruction by the Superintendent or designee
